9. A person’s eligibility is related to his belonging to the geographical area or, as the case may be, the administrative unit set forth in the conditions of eligibility for the competition or entry on a candidate inventory.
A person is considered to belong to a geographical area where:
(1)  his principal residence is located therein, in the case of recruitment;
(2)  his principal residence or his base is located therein, in the case of promotion.
